In The American School From the Puritans to No Child Left Behind (2008), Joel Spring claims that the establishment of the National Science Foundation in 1950 helped introduce many new programs into public schools. The dilemma of equality was: “how do we make treatment equal but at the same time make provision for channeling superior human resources into needed occupation” (395)? In 1952, the attack against the public school was led by Arthur Bestor. He believed that the Curriculum should be organized around traditional subject-matter discipline not on socialization.
