War on Poverty
Description
In The American School From the Puritans to No Child Left Behind (2008), Joel Spring notes that Kennedy launched a War on Poverty in 1963. According to Kennedy, the War on Poverty would attack the reasons that caused poverty (the culture of poverty). This lead to the establishment of Head Start in 1964 to provide the poor with an opportunity to enter the social-sorting process of education on equal terms with other children. In 1965 Johnson announced funding for the preschool program Head Start under the antipoverty program (407).
